On June 15, community leaders, development partners, local stakeholders, government officials, and residents gathered to celebrate the grand opening of Deerfield Supportive Living with a ribbon-cutting ceremony. Located on Chicago’s North Shore, the new senior living community was developed by Chicago Community Loan Fund (CCLF) borrower Celadon Partners, led by Scott Henry and Aaron Weisner.

The development reflects the impact of strategic community investment in addressing one of today’s most pressing challenges: expanding access to affordable housing for older adults. As housing costs continue to rise, many seniors face increasing difficulty finding safe, affordable homes that also offer supportive services and opportunities for social connection. Deerfield Supportive Living helps meet this growing need by providing residents with housing that promotes independence, stability, and quality of life.

The ribbon-cutting marked more than the opening of a new residential community. It celebrated the successful collaboration of public, private, and nonprofit partners committed to strengthening communities and expanding housing opportunities for older adults. Key contributors to the project included the CCLF, the Cook County Department of Planning and Development, the Illinois Housing Development Authority (IHDA), Celadon Partners, state and local elected officials, and many other community partners.

“So, as you walk through this building, you can just see that this is a beautiful community. It’s thoughtfully designed. It provides dignity, independence, and support for our seniors who deserve a safe and affordable place to call home,” explained Congressman Michael Quigley, IL 5th Congressional District. “What the team has shown me is something incredibly important. Building quality, affordable housing is possible. It’s replicable. And that’s an important lesson at a time when communities across Chicagoland are struggling with high rising cost of housing and a shortage of homes. We are in a housing crisis.”

The opening of Deerfield Supportive Living, made possible in part by a $5 million predevelopment loan from CCLF, demonstrates the transformative impact of mission-driven investment. Affordable housing developments do more than provide safe, stable homes for residents; they also generate economic activity, create jobs throughout construction and ongoing operations, and strengthen the long-term vitality of local communities. “CCLF has long recognized that affordable, stable housing is the backbone of any community,” said Cigdem Cicekoglu, Senior Loan NMTC Program Officer III, CCLF. “When seniors have access to secure housing and safe surroundings, they are better positioned to remain engaged in their communities and maintain their independence.”

Deerfield Supportive Living will feature 150 affordable apartments, including 90 studio units (approximately 400 square feet) and 60 one-bedroom units (approximately 500 square feet). Each residence will include a private bathroom, kitchenette with a refrigerator, microwave, sink, and cabinetry, as well as an in-unit nurse call system to enhance resident safety and independence.
Residents will have access to three daily meals and snacks, along with a comprehensive range of supportive services designed to promote health, independence, and quality of life. Services include medication management, housekeeping, laundry assistance, and support with activities of daily living. In addition, staff and community partners will offer a variety of social, educational, and wellness programs to encourage engagement and foster a vibrant residential community. The development will serve seniors earning between 50 and 80 percent of the area median income, expanding access to high-quality, affordable housing for older adults.
